Fairness for High-Skilled Immigrants Act (S.386/H.R.1044) Failed to Pass Congress

The proposed legislation to remove per-country limits on immigrant visas has failed, because the Senate and House of Representatives were not able to reconcile differences on their respective versions prior to the end of the congressional session.
