April Visa Bulletin shows continued forward movement for EB-2 Indian and Chinese nationals while major visa retrogression for EB-3 Chinese nationals

The Department of State’s April Visa Bulletin, released yesterday holds disappointing but not surprising news for EB-3 Employment Based Third Preference Chinese nationals, with a movement backwards of 8 months. EB-2 Indian nationals continue their run, with 8 months advancement.

China – advances 4 months to April 1, 2011
India – advances 8 months to September 1, 2007
Mexico – still “CURRENT”

All others – advances 4 months to October 1, 2014
China – retrogresses 8 months to January 1, 2011
India – advances 7 days to January 8, 2004
Mexico – advances 4 months to October 1, 2014
Philippines – advances 4 months to October 1, 2014
The State Department had earlier warned to expect a cut off for EB-3 Chinese nationals, given how many cases were downgraded last year from EB-2 to EB-3 to take advantage of a window of opportunity in the EB-3 category. The State Department has also warned that EB-2 Indian visa numbers may slow down this spring.
